Bio
Dominic Lacroix, a Quebec securities-law recidivist, ran the PlexCoin initial coin offering through his company PlexCorps. The SEC's December 2017 emergency action said he and partner Sabrina Paradis-Royer raised up to $15 million by falsely promising investors a 1,354% profit in under 29 days, while misrepresenting the operation's size and misappropriating funds. Legal outcome
In October 2019 a U.S. federal court entered a consent judgment ordering the defendants to pay nearly $7 million (disgorgement, interest, and penalties) and barring Lacroix from digital-securities offerings. In Canada, the Quebec Court sentenced Lacroix on November 14, 2024 to 42 months in prison plus a $150,000 fine for illegal distribution and misleading information. [1][2]
